About the role
The Senior Strategic Property Planner plays a critical role in establishing and implementing Council’s Property Strategy function. This is a relatively new, organisation‑wide position designed to drive long‑term property planning, optimisation and strategic decision‑making, particularly in how Council plans for, enables and supports community infrastructure to meet current and future community needs.

A key focus of the role is delivering Council’s Strategic Property Plan 2025–2030, which sets the long‑term direction for managing Glen Eira’s land and building portfolio. The Plan provides a decision‑making framework that balances community benefit and financial sustainability amid limited land, rising costs, and growing demand for accessible community infrastructure.

You will work on priority strategic property projects identified in the Plan, support the review and update of related policies, and lead the development of options and recommendations for Council consideration. This includes exploring how Council’s property assets can be better used, adapted or leveraged and where partnerships, co‑location or alternative delivery models can help meet community needs where Council cannot act alone.

This role is central to helping Council make well‑informed, transparent and future‑focused decisions about its property portfolio and community infrastructure network. It is an opportunity to help shape a new and influential function within Council, working across the organisation on work that is complex, high‑impact and genuinely exciting.

Other responsibilities include:

  • Procuring, briefing and managing specialist consultants (including feasibility, financial and technical advisors) and integrating their inputs into broader strategic advice.
  • Preparing high‑quality reports, briefings and business cases that clearly articulate trade‑offs, risks, partnership opportunities and organisation‑wide impacts.
  • Working collaboratively across Council to align property strategy with service planning, finance, asset management, planning and community priorities.

About you
You are a strategic thinker who is comfortable working across multiple disciplines and sectors, who brings a sound project management mindset to complex, Council‑wide challenges.

You come from a background in strategic urban planning, property strategy, development, community infrastructure planning or advisory roles, and you are motivated by work that has real community impact. You are commercially minded and able to navigate complex stakeholder environments.

You are confident working with ambiguity and enjoy exploring and validating options to inform well‑considered outcomes. You can communicate complex issues clearly to diverse audiences. You value collaboration and understand that strong community outcomes are often delivered through partnership, coordination and shared effort rather than Council delivery alone.

The following is also required:

  • Tertiary qualification in Property, Project Management, Urban Planning, or a related discipline.
  • Demonstrated experience delivering complex projects or strategic initiatives, with strong project management, coordination and governance skills.
  • Experience in community consultation and collaboration across organisational or sector boundaries, with a strategic and outcomes‑focused approach.
  • Financial literacy and the ability to understand and communicate cost, value, risk, affordability and long‑term sustainability trade‑offs.
