About the People and Culture Team

The People and Culture team supports our people to thrive at Glen Eira City Council, delivering strategic and operational people services that enhance staff performance, inclusivity, safety and wellbeing.

About the role

As the Manager People Services, you will lead an integrated People Services team focused on P&C delivery excellence and support across the employee lifecycle (hire to retire). The role ensures core service delivery through Operations and Business Partner teams as well as continuous improvement and modernisation of P&C service design and delivery through targeted transformation resources.

The People Service team is the engine room of daily people operations and supports a positive and high performing workplace culture. As the primary ‘in person’ interface with P&C customers it plays a significant role in strengthening Council’s employer brand and employee experience.

Reporting directly to the Chief People Officer the Manager People Services works as part of a collaborative P&C leadership team to translate people strategy into operational execution within robust governance frameworks and in support of Council’s Financial Sustainability objective.

Key aspects of the role include:

  • Providing strategic and operational leadership to the People Services team, ensuring consistent, high‑quality delivery across the full employee lifecycle.
  • Leading and evolving a customer‑centric People Operations and Business Partnering model that supports leaders, builds capability and enhances employee experience.
  • Driving continuous improvement and transformation initiatives to modernise people practices, streamline processes and strengthen service efficiency, including the use of digital tools, automation and emerging technologies.
  • Acting as a trusted advisor on complex employee relations matters, managing risk, supporting sound decision‑making and fostering constructive relationships with union partners.
  • Overseeing best‑practice recruitment and workforce initiatives that support capability, diversity and inclusion, while strengthening Council’s employer brand.
  • Embedding strong governance, compliance and accountability across all people services, ensuring alignment with legislation, industrial instruments and Council policies.
  • Building strong internal and external partnerships, including with leaders, service providers and industry stakeholders, to deliver value and reduce reliance on external support.

About you

You are an experienced and credible people leader with a strong track record in delivering operational excellence across core HR functions. You bring a balance of strategic thinking and hands‑on leadership, with the ability to drive accountability, service quality and continuous improvement in a complex, customer‑focused environment.

You will bring:

  • At least five years’ progressive experience across HR functions, including a minimum of two years leading a multidisciplinary team.
  • Tertiary qualifications in Human Resources, Business or a related discipline.
  • Proven experience delivering service excellence across people operations and business partnering, with demonstrated success in improving systems, processes and employee experience.
  • Exceptional interpersonal, communication, and stakeholder engagement skills, with a demonstrated ability to influence, build trust, and collaborate effectively.
  • Deep sector knowledge of the contemporary workforce challenges and opportunities in local government and how to navigate the regulated environment.
  • A data‑driven mindset, with the ability to use metrics and insights to inform planning and decision‑making.
