About the role
The Cyber Security Lead will build and maintain the Glen Eira City Council Cyber Security Program with a primary focus on infrastructure, platforms, and policies.

The role will provide both high level and in-depth cyber security advice, training, and assistance to a range of stakeholders across Glen Eira City Council.

Key responsibilities include but are not limited to: 

  • Working with the Digital and Technology Services team to manage Cyber Security incidents effectively through continuous improvement in the prevention, reaction, detection, and response controls.
  • Identifying whether the appropriate Cyber Security controls are in place and assessing the controls effectiveness, gathering appropriate evidence to meet regulatory requirements.
  • Leading Cyber Security control maturity assessments to identify control deficiencies and coordinate remedial works with controls owners.
  • Reviewing and validating security documentation, including the system security requirements definition and system security plans. Performing audit and security compliance checks, including network penetration testing, vulnerability scans, and other analysis work.
  • Maintaining controls that are aligned to the Glen Eira Council’s framework and based on selected industry frameworks (e.g. ISO27001/2, NIST CSF) and relevant compliance requirements (e.g. PCI-DSS, CPS 234, VPDSS).

Your strengths
We are looking for an individual with a tertiary qualification in Computer Science or Cyber Security combined with significant relevant experience or lesser qualifications together with extensive and diverse experience or intensive specialist experience relevant to this role.

You are passionate about Cyber Security and have a deep understanding of the vital role it plays and have demonstrated experience in the implementation of cybersecurity frameworks, governance, and reporting.


The following is also required:  

  • Substantial experience with Microsoft 365 Security and Compliance management and cloud-based infrastructure technologies such as Microsoft Azure.
  • Comprehensive understanding of security standards and frameworks such as Essential 8, ISO27001-2, NIST, VPDSS, PCI DSS, HIPAA and MITRE ATT&CK.
  • Experience in leading Computer Incident Response Team (CIRT) activities, including forensic analysis, threat hunting and review and assessment of security events and logs via cyber security /event management tools (SIEM).
  • Technically hands on with a range on endpoint, firewall and other security related tools.
  • Well-developed communication skills, both verbal and written
  • High level analytical and investigative skills.
  • Demonstrated financial acumen and experience managing budgets.
  • Ability to apply expert knowledge and experience in Networks and Operating Systems.
  • Victorian Driver's License is desirable.

The interviews will take place between Monday 20th of May and Friday 31st of May 2024, between 9am – 5pm.
